Mark Sanford since he was first elected to Congress in 1994.  In a <em>U.S. News &amp; World Report</em> <a title="commentary" href="http://www.usnews.com/articles/opinion/2009/06/25/sanfords-argentina-affair-is-a-lesson-on-character-and-power.html" target="_blank">commentary</a>, Killian suggests the lesson from Sanford&#8217;s downfall is that there&#8217;s &#8220;<em>a sense of invulnerability and being above the rules that can overtake elected officials</em>.&#8221;</p>
