Program Manager

BKi seeks an experienced and entrepreneurial Program Manager to take on a leadership role within this dynamic and growing firm. The Program Manager will both implement BKi’s regional building energy retrofit programs in California and drive business and strategy development to expand BKi’s nonresidential energy efficiency programs in California and other target regions. On existing contracts, the Program Manager will primarily oversee project implementation and client relationships, including budget monitoring, subcontractor coordination, and supervision of internal staff and work products. The Program Manager will also work with a senior internal team to develop new business offerings and opportunities in nonresidential energy efficiency.

The successful candidate will have deep experience in the energy efficiency field with a strong understanding of the utilities industry, a reputation as an excellent project and team manager, and superb communication, business development, and relationship management skills. The Program Manager will report to the Vice President.
The Program Manager will perform the following and other duties as assigned:
Primary Duties and Responsibilities
Comprehensive Building Retrofit Program Implementation
• Ensure successful implementation of regional building retrofit programs through strong project management, a development and monitoring of detailed program budgets and schedules, and expert coordination of vendors and subcontractors.
• Develop building retrofit program implementation plans, including all program policies and procedures; analyze local market potential to inform program design and implementation strategies.
• Identify and coordinate with participating local governments, relevant funding sources, and existing programs, such as EECBG, SEP, DOL workforce grants, CSD Weatherization Assistance Program (WAP), CPUC Low Income Energy Efficiency Program (LIEE), IOU and local Whole House Energy Efficiency Programs, NSP Foreclosure Recovery Funds, and financing options such as AB811 and FHA 203K mortgage funds.
• Engage all appropriate existing building stakeholders in the regional program’s territory to ensure stakeholder buy-in, inform program design, and spread the word about program offerings.
• Develop and implement workforce education and training plans and schedule in coordination with allies such as California Building Performance Contractors Association (CBPCA).
• Implement a consumer marketing and outreach strategy that leverages the capacities of existing building stakeholders at the state, regional, and local levels.
• Work with partners and stakeholders to establish and innovate program financing and incentives.
• Establish and manage program and consumer feedback mechanisms to ensure ongoing program management and enhancement.
• Provide leadership, direction, supervision, and mentoring to BKi project staff in order to achieve program goals and foster a culture of learning and continuous development.
Business Development
• Drive business development efforts with BKi leaders to expand and increase nonresidential program contracts both locally and nationally.
• Develop and maintain active relationships within industry and government in order to leverage appropriate market influencers, provide guidance on company positioning, and capitalize on innovative business opportunities.
• Represent BKi at conferences, trade events, and public meetings.
The successful candidate will have the following minimum qualifications:
Qualifications
• 8+ years of hands-on, progressive experience (public or private sector) in the energy efficiency field with at least 3 years in a project management role
• Demonstrated project management skills, including client, contractor, and budget management
• Familiarity with energy efficient design, software tools, construction strategies, technologies, and materials, and the ability to articulate the environmental, health, and economic benefits of green building, expertise in nonresidential building energy efficiency preferred
• Strong facilitation and negotiation skills with experience creating collaboration and consensus among internal and external stakeholders, and proven ability to navigate among divergent political interests and manage relationships with competing political partisans in a professional, ethical, and nonpartisan manner
• Demonstrated ability to manage a growing program and staff effectively, including the capacity to enforce accountability and learn the strengths and weaknesses of a team in order to mentor staff and position individuals and teams for success
• Solid business development and new client generation skills
• Strong writing, public speaking, and interpersonal communication skills
• A friendly, outgoing nature and an eagerness to serve clients, partners, and the public interest
• Desire for and comfort with working in a collaborative environment
• Bachelor’s degree in engineering, architecture, science, economics, business, law, policy, or fields relevant to energy efficiency, construction, buildings, or real estate
