		<description>As much as one needs to make an effort to contribute to environmental preservation, the government can do a whole lot more to ease the efforts of the public.  Setting up an oil disposal program, where oil could be collected with the regular garbage collection at specified interviews would make oil recycling more popular.</description>

Is the roof sealed around the bottle to prevent rain water from coming in?  Any additional information or links would be helpful.
