			<content:encoded><![CDATA[<p>Officials of the European Union <a title="have announced" href="http://www.washingtonpost.com/world/geithner-and-european-finance-leaders-meet-on-greek-bailout/2011/09/16/gIQAXcGmWK_story.html" target="_blank">have announced</a> they will delay making a decision on an $11 billion installment of a bailout loan to Greece until October. International relations professor <a title="Vivien Schmidt" href="http://www.bu.edu/ir/faculty/alphabetical/schmidt/" target="_blank">Vivien Schmidt</a> is a long-time EU watcher and author of <a title="Policy Change and Discourse in Europe" href="http://books.google.com/books/about/Policy_change_and_discourse_in_Europe.html?id=JmtoQgAACAAJ" target="_blank"><em>Policy Change and Discourse in Europe</em></a>. She offers the following comment:</p>
<p><em>&#8220;This is a very dangerous game that the EU leaders are playing.</em></p>
<p><em>&#8220;The problem is that the brinksmanship with regard to the second Greek bailout is not a calculated decision to try to squeeze more out of Greece while appeasing national publics in, say, Finland or Germany. Rather, it is the same muddling through that has caused the fear in the markets.</em></p>
<p><em>&#8220;My best guess is that the markets will respond as they have to the slow responses and lack of leadership, by continuing to bet against the weakest members of the eurozone.&#8221;</em></p>

<p><em>&#8220;Once again, the North Korean strongman dangles the possibility of reopening negotiations over his country&#8217;s nuclear program in order to obtain foreign economic assistance for his shattered economy. The move to statehood is opposed by Israel, the United States, as well as some countries in the European Union. It is believed that such a move will set up a confrontation with the U.S. in the U.N. Security Council. Boston University international relations professor <a title="William Keylor" href="http://www.bu.edu/ir/faculty/alphabetical/keylor/" target="_blank">William Keylor</a>, author of <em><a title="&quot;A World of Nations: The International Order Since 1945,&quot;" href="http://www.oup.com/us/catalog/general/subject/HistoryOther/?view=usa&amp;ci=9780195337570" target="_blank">&#8220;A World of Nations: The International Order Since 1945,&#8221;</a></em> offers the following comment:</p>
<p><em>&#8220;If the Arab League resolution is introduced in the Security Council, the U.S. will probably veto it with a &#8216;no&#8217; vote in deference to the concerns of its close ally Israel. Of the other permanent members, China and Russia will probably vote in the affirmative.</em></p>
<p><em>&#8220;Britain and France are the ones that would be put on the spot. Both are close allies of the United States, both in NATO and in the war on terrorism. But both also have a strong interest in preserving good relations with the Arab world.</em></p>
<p><em>&#8220;If both Britain and France vote &#8216;no,&#8217; it will highlight Washington&#8217;s isolation on the Security Council concerning the Israeli-Palestinian conflict.&#8221;</em></p>

She is the co-author of a recent study on the costs of the Iraq &amp; Afghanistan wars. In a <a title="BU Today Q&amp;A" href="http://www.bu.edu/today/node/13223" target="_blank">BU Today Q&amp;A</a>, Professor Crawford talks about how <a title="&quot;The Costs of War&quot;" href="http://costsofwar.org/" target="_blank">&#8220;The Costs of War&#8221;</a> study came about and the estimated $4 trillion price tag for these wars. She also talks about the civilian toll of both wars.</p>
<p><em>&#8220;I wrote the sections about civilian killings, and what I wanted to do is describe how it is that people not only die when they&#8217;re bombed, but they die because infrastructure is destroyed or because they can&#8217;t get health care or vaccinations as a result of that destruction. In political science we call this structural violence. There&#8217;s been some effort to quantify this, but you need much more detailed work on conditions prior to war, especially in Afghanistan and Pakistan. One of the things I was trying to get across was that when the fighting stops, the dying continues, and the dying is this indirect debt. Also, when you kill innocent civilians, it creates resistance and promotes insurgency, fueling a semicovert war.&#8221;</em></p>
