		<description>I agree with everything you have written.  HOWEVER (there is almost always a &quot;however&quot;), there are many cases of &quot;bullying&quot; that are not truly bullying.  Kids are sometimes mean and will say and do things that ren&#039;t very nice, but it doesn&#039;t necessarily mean that they were &quot;bullied&quot;.  

I have found that many times when a parent calls me to say that their child was bullied in school, I will ask, &quot;Did your child retaliate verbally/physically?&quot;.  And most of the time they say no.  When I investigate, the overwhelming majority of the time they have in fact retaliated.

My fear is that this law is too broad and puts too much of the onus on school districts and the administrators.  I believe that we will be &quot;investigating&quot; most of the day instead of evaluating teachers and running the operations of the school.  I also feel that there will be a  sharp increase in litigations.
