The validity of the public debt of the United States,  authorized by law, including debts incurred for payment of pensions and  bounties for services in suppressing insurrection or rebellion, shall  not be questioned. <\/strong><\/p>\n<p>This amendment was passed in July 9, 1868 and &#8220;Section 4 confirmed the legitimacy of all <a title=\"United States public debt\" href=\"http:\/\/en.wikipedia.org\/wiki\/United_States_public_debt\">United States public debt<\/a> appropriated by the Congress.&#8221; <a href=\"http:\/\/en.wikipedia.org\/wiki\/Fourteenth_Amendment_to_the_United_States_Constitution\">Wikipedia.<\/a><\/p>\n<p>Here is the Wikipedia discussion of the issue, somewhat dated.<\/p>\n<p>The issue of what effect Section 4 has regarding the debt ceiling remains unsettled.<sup id=\"cite_ref-52\"><a href=\"http:\/\/en.wikipedia.org\/wiki\/Fourteenth_Amendment_to_the_United_States_Constitution#cite_note-52\">[52]<\/a><\/sup> Legal analyst <a title=\"Jeffrey Rosen\" href=\"http:\/\/en.wikipedia.org\/wiki\/Jeffrey_Rosen\">Jeffrey Rosen<\/a> has argued that Section 4 gives the President unilateral authority to raise or ignore the <a title=\"United States public debt\" href=\"http:\/\/en.wikipedia.org\/wiki\/United_States_public_debt\">national debt ceiling<\/a>,  and that if challenged the Supreme Court would likely rule in favor of  expanded executive power or dismiss the case altogether for lack of <a title=\"Standing (law)\" href=\"http:\/\/en.wikipedia.org\/wiki\/Standing_%28law%29\">standing<\/a>.<sup id=\"cite_ref-53\"><a href=\"http:\/\/en.wikipedia.org\/wiki\/Fourteenth_Amendment_to_the_United_States_Constitution#cite_note-53\">[53]<\/a><\/sup> <a title=\"Erwin Chemerinsky\" href=\"http:\/\/en.wikipedia.org\/wiki\/Erwin_Chemerinsky\">Erwin Chemerinsky<\/a>, professor and dean at <a title=\"University of California, Irvine School of Law\" href=\"http:\/\/en.wikipedia.org\/wiki\/University_of_California,_Irvine_School_of_Law\">University of California, Irvine School of Law<\/a>,  has argued that not even in a &#8220;dire financial emergency&#8221; could the  President raise the debt ceiling as &#8220;there is no reasonable way to  interpret the Constitution that [allows him to do so]&#8221;.<sup id=\"cite_ref-54\"><a href=\"http:\/\/en.wikipedia.org\/wiki\/Fourteenth_Amendment_to_the_United_States_Constitution#cite_note-54\">[54]<\/a><\/sup><\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>In case you have not been paying attention, there is growing sentiment in favor of the Platinum Coin Seigniorage (PCS) and the Trillion Dollar Coin.
