In a small bowl, combine egg whites and water. Let stand for 2 minutes and then add cream of tartar and vanilla. Using an electric mixer, beat on medium until foamy. Add sugar, one tablespoon at a time, beating on high, until all the sugar is used and firm peaks are formed. Fold egg white mixture into the cheese mixture. Set aside. Open ladyfingers and lay 1\/3 of them, with the inside facing up, in the bottom of a 8 x 8 inch pan. Pour 1\/3 of the coffee over the ladyfingers until soaked. Spoon 1\/3 of the cheese filling over the ladyfingers. Dust with 1 teaspoon of cocoa. Repeat layers.
