Job Description & Responsibilities The entry-level Energy Program Analyst will provide performance evaluation support to the U.S. Department of Energy’s Office of Energy Efficiency and Renewable Energy.  The Energy Program Analyst will assist in managing a DOE grant reporting software system designed to monitor energy programs funded by the American Recovery and Reinvestment Act (ARRA). The Energy Program Analyst will work in a fast-paced office and will respond to requests from senior-level management through written reports and oral presentations.  Given the major ramp-up of EERE programs as a result of the Recovery Act, the Energy Program Analyst will have the opportunity to suggest creative solutions to new demands on the Office.

Responsibilities may include:
– Design concise online reports and user interfaces to handle large amounts of data

– Analyze performance data

– Write evaluation reports at the request of senior-level management and anticipate analysis that is helpful to management in the near-term

-Prepare briefing packages for senior-level management

-Conduct training on how to use a monitoring database

-Facilitate meetings

Qualifications Required
Education/Experience: Candidate must possess a minimum of a Masters Degree in a social science or related field.  Prior program evaluation experience, database administration, and long-term project management is ideal.  A background in energy or a scientific field is preferred.
Skills/Abilities: Candidates must possess strong analytical skills, solid writing and presentation skills, attention to detail, and the ability to multitask. A demonstrated ability to work independently as well as in a small team is essential.  The candidate will be able to meet short deadlines and provide creative solutions to changing office demands. Expertise is required in Microsoft Excel. Experience designing web pages and working with data systems is preferred.
