Management and Program Analyst (Geospatial Information Technology)

The Foreign Agricultural Service, U.S. Department of Agriculture, is seeking a Management and Program Analyst (Geospatial Information Technology), Grade: GS-0343-12. The individual selected for this position will be administratively assigned to the Rural Development and Natural Resources Branch (RDNR) of the Development Resources and Disaster Assistance Division (DRDA), Office of Capacity Building and Development (OCBD), Foreign Agricultural Service, U.S. Department of Agriculture (FAS/OCBD/DRDA/RDNR), but will be located in and work directly for the U.S. Agency for International Development.
This position will be based in USAIDs Office of Natural Resource Management (NRM) in the Bureau for Economic Growth and Trade (EGAT). The individual selected will work closely with the Agencys Senior Geospatial Information Technology Advisor to promote the use of geospatial information technologies to support USAIDs objectives in improved environmental management, resource governance and sustainable use. Responsibilities include conducting geospatial analysis, liaising with the Agencys Geospatial Center, providing technical assistance to field offices, program management, and representation of the US Government in external meetings.
As part of geospatial analysis responsibilities, the incumbent will use Geographic Information Systems (GIS) and map visualization tools to promote improved strategic planning, implementation, monitoring, and evaluation of development programs by USAID and its partners. S/he will prepare geographic analysis and visualization products for the NRM Office, EGAT Bureau, and select USAID missions in response to requests for mapping, spatial analysis, and geospatial data. The incumbent will liaise and collaborate with the Agencys new Geospatial Center (GeoCenter), based in the Bureau for Policy, Planning, and Learning (PPL). The GeoCenter is working to build Agency-wide capacity to use geospatial information technologies more effectively in development programming.
For field assistance and training responsibilities, the incumbent will provide geospatial advice to USAID field missions, both remotely and via travel to developing countries that USAID serves. Particular emphasis will be placed on mission programs that support key Foreign Assistance Objectives and USG initiatives such as Global Climate Change and Food Security. For program management responsibilities, the incumbent will assist in the design, management (programmatic and financial), and evaluation of contracts, cooperative agreements, and interagency assistance agreements.
For representational responsibilities, the incumbent may serve as a US Government representative in interagency and international meetings related to geospatial technologies and earth observations. S/He must be able to clearly articulate the benefit of geospatial technologies to pressing development challenges.
Basic Qualification Requirements: Must have 1 year of specialized experience equivalent to the GS-11 level in the Federal Service that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position to be filled.
Required Skills: Experience in geography or Geographic Information Systems (GIS), with emphasis on environmental science, natural resources management, or regional planning. Technical experience with GIS, Spatial Data Infrastructure (SDI), remote sensing, and creation of geospatial data products. Experience in developing country cultures, i.e., living and working in a developing country, either through several short-term assignments or long-term residential postings. Superior writing and public communications skills, with an ability to help non-technical people incorporate spatial thinking and concepts into their work to plan and manage development assistance programs. Excellent interpersonal skills, with an ability to maintain relationships with multiple organizations, including USG agencies, international NGOs, international development donors, and foreign ministries.
